Public Tender Overview:

Transport Infrastructure Ireland (TII) has a requirement to establish nine framework lots under the TII492 Intelligent Transport Systems Equipment Frameworks Generation 2 programme. Lots 1, 2 and 3A to 3F will support TII’s ITS equipment requirements, while Lot 4 will establish a framework to support local authorities in delivering Periodic School Limit signage in accordance with a Government directive. The proposed framework term is four years. The estimated maximum value is €27 million for Lots 1, 2 and 3A to 3F, and €48 million for Lot 4, giving a total estimated maximum value of €75 million across all lots. Lots 1 – 3A to 3F (TII’s requirement for ITS equipment) Transport Infrastructure Ireland (TII) operates and maintains a network of roadside Intelligent Transport Systems (ITS) equipment linked to the Motorway Operations Control Centre (MOCC) in Dublin Tunnel. This infrastructure supports the safe and efficient operation of the national road network. The ITS Equipment Framework will provide the contractual mechanism through which TII may procure ITS equipment, installation services and associated civil works required to maintain, renew and expand the network. Lot 4 (Department of Transport and local authorities requirement for ITS Equipment) A Government directive requires local authorities to install Periodic School Limit (PSL) signs at schools nationwide. Following engagement with the Department of Transport, Lot 4 has been included to establish a framework agreement through which local authorities may procure these works. TII’s role will be limited to establishing the framework agreement and overseeing the eTenders system and monitoring framework ceiling limits. Local authorities will conduct mini-competitions and fund the resulting call-off contracts. TII does not currently expect to use Lot 4 directly, but will retain the option to do so if required.

TII are not liable for Tenderers' costs arising in connection with the competition, irrespective of the outcome of the competition, nor if the competition is cancelled or postponed. TII have the right at any time and without notice to: (i) terminate the competition (or part of it); (ii) change the competition’s basis or procedures; (iii) procure the contract by other means, (iv) negotiate with one or more parties at any time; (v) reject any, or all, of the applications/tenders; (vi) not furnish a tenderer with additional information or to do any combination of the foregoing or anything else deemed appropriate. In no instance will TII be required to give any reason for any alteration or termination of the process. If any past or future contracts or other documents are summarised or described in this document, or in other information given to tenderers, the summary or description must not be taken as comprehensive, or as a substitute for reading the contract or other document itself when it becomes available. ­ Award of contracts will be subject to the approval of the competent authorities. Award of Contracts may be subject to successful interview. Tenderers are advised that TII are subject to the Freedom of Information Acts 1997 and 2003 (as amended). If a candidate considers that any information supplied as part of this procurement procedure should not be disclosed because of its commercial sensitivity, confidentiality or otherwise, they must, when providing this information, clearly identify the specific information they do not wish to be disclosed and clearly specify the reasons for its sensitivity. Please note, it is not sufficient to include a statement of confidentiality encompassing all the information provided in the response. Lots 1, 2 and 3A–3F include elements that are co‑funded under the EU Connecting Europe Facility (CEF) – VERKKO project. Lot 4, however, it is not anticipated to be financed by EU funds, although this position may change during the 4‑year term of the Framework Agreement.
